The film's main focus is on the Ghost Leader portrayed by Mark Ivanir. The Ghosts are deployed to Russia to stop a deal between two Russian arms dealers. They try to disarm six nuclear weapons, but one of the Ghosts is killed. A helicopter steals the remaining two nukes and the film ends with a shot of London, England.
